Abstract

:

This research tries to answer the question on why SBY’s government

(2004-2009) was very interested with resolution of conflict between Palestine and Israel. SBY showed his interest in the conflict between Palestine and Israel since his election in 2004. SBY promised to support Palestine’s independent and not to open diplomatic relationship with Israel during his presidential campaign. This commitment also showed in Indonesian Government’s Middle Term National Development Plan (RPJMN) 2004-2009, It is written in the RPJMN that Indonesia will increase its participation to support peace between Palestine-Israel. SBY government’s interest also showed on these: (1) His presidential speeches and Indonesia’s Foreign Minister statements during 2004-2009, (2) Asia-Africa Conference in Bandung in 2005, (3) the opening of trade relationship between Indonesia and Israel in 2006, (4) humanitarian aid to Palestine in 2007, (5) New Asia Africa Strategic Partnership (NAASP) Ministerial Conference on Capacity Building for Palestine for 2008-2013, (6) Direct lobby to Israel and USA and other diplomatic actions. This research also seeks to describe the model of diplomacy adopted by Indonesia between 2004-2009 that encourages peace between Palestine-Israel.

:

Over the past few years Taiwan has produced ―Twin Miracle‖ of economic development and political reforms. With 23 million population and per capita national income of over US$15,000, it is one of the wealthiest countries in Asia today. Moreover, its economic performance consistently ranks among the 10 percent in the world in terms of economic growth rate, total GNP, science and technology, foreign trade volume, foreign exchange reserves and capital exports. Despite having political problems across the Strait, Taiwan is one of the largest foreign investors in Mainland China. Its factories and enterprises are larger than those of the United States, the European Union or Japan. It is worth noting that Taiwan’s investment increase in Mainland China will likely result in greater amount of trade flow across the Strait, especially Taiwanese export to Mainland China. In this sense, trade and investment are becoming issues which cannot be separated from any decision-making in both Taiwan and People’s Republic of China. Why so many Taiwanese businessmen have invested their capital in Mainland China? Is Taiwan’s systematic strategy aimed at pursuing a political recognition for its independent and sovereign state? Then, what policies does Taiwan take to anticipate current trends in the globalization era, in the Asia Pacific economic integration, in particular, in which China plays a greater role in shaping the global economy? In this paper the writer will analyze the interaction during the terms of office of President Lee Teng-hui, President Chen Shui-bian and President Ma Ying-jeou. More importantly, the writer observes this development after Taiwan joined the World Trade Organization on January 1, 2002 and inked the Economic Cooperation Framework Agreement with PRC through the Straits Exchange Fondation and the Association for Relations Across Taiwan Strait on June 29, 2010.

Abstract:

Countries engage in free trade agreement to enhance their economic activities by opening up their markets. While free trade creates opportunities at the same time it brings threats to national interest especially when the domestic products cannot compete with imported ones. With population of more than 1.9 billion and trade volume of more than US Dollar 200 billion, the ASEAN and China Free Trade Area (ACFTA) will be a trading block with the biggest potential.

However, a year before the ACFTA became effective by January 2010, many parties raised their concern over Indonesia readiness in opening its market to China. They suspected that Chinese products will overwhelm Indonesia and local industries will have to scale down which in turn will reduce employment in Indonesia. Those parties demanded the Government to renegotiate to delay or even to cancel Indonesian participation in ACFTA. They believe that Indonesian participation is not for national interest rather merely due to Indonesian position in ASEAN. It is not for national interest but for regional interest.

This research will try to answer the question on the benefits of entering into a free trade agreement with China not directly but multilaterally through ASEAN. This research will also respond to the allegation that Indonesia is not ready to enter into ACFTA and that Indonesian Government did not perform their duties in protecting national interest. What kind of strategy, policies, and actions that the government should take to optimize the benefits from Indonesian participation in ACFTA.

Iran mendapat perhatian serius masyarakat internasional karena program nuklirnya yang mengundang kontroversi. Sejumlah negara yang dimotori Amerika Serikat (AS) dengan mengatasnamakan masyarakat internasional mencurigai Iran sedang mengembangkan senjata nuklir. Dewan Keamanan Perserikatan Bangsa-Bangsa (DK PBB) pun memberikan sanksi kepada Iran. Namun, sanksi DK PBB tidak membuat Iran menghentikan program nuklirnya. Karena Iran berpandangan sebagai negara penandatangan NPT (the nuclear non proliferationtreaty), Iran memiliki hak mutlak untuk mengembangkan nuklir untuk tujuan damai. Dalam kaitan itu, penelitian ini menganalisis faktor apa saja yang membuat Iran dicurigai mengembangkan senjata nuklir dan apakah program nuklir Iran tersebut melanggar hukum internasional atau tidak sehingga Iran memang layak diberi sanksi oleh DK PBB. Ada dua faktor utama munculnya kecurigaan terhadap program nuklir Iran. Kepemimpinan Presiden Iran Mahmoud Ahmadinejad yang sangat anti AS dan anti Israel menjadi salah satu penyebab munculnya kecurigaan tersebut. Faktor lainnya adalah kemajuan teknologi rudal Iran yang makin canggih. Pada kenyataannya, kecurigaan tersebut dimunculkan untuk menghalangi Iran menguasai teknologi nuklir. Iran yang memiliki teknologi nuklir bisa mengganggu kepentingan AS dan negara-negara aliansinya di Timur Tengah terutama Israel. Apalagi pasca Perjanjian Camp David tahun 1978 dan tumbangnya rezim Saddam Hussein di Irak tahun 2003, Iran dinilai menjadi negara yang paling berpengaruh di Timur Tengah. Apalagi ada dualisme sikap terhadap kepemilikan teknologi nuklir suatu negara. Dulu, program nuklir Iran didukung oleh AS dan negara-negara sekutunya pada tahun 1950-an. Namun, begitu terjadi Revolusi Islam Iran tahun 1979, bantuan AS pada program nuklir Iran dihentikan. Sejak itu, AS memusuhi Iran. AS juga menggandeng negara-negara sekutunya untuk terus mengganggu Iran termasuk dalam program nuklirnya. Standar ganda juga ditunjukkan DK PBB dengan membiarkan negara-negara non NPT, yakni India, Israel, dan Pakistan memiliki senjata nuklir. Dalam tubuh DK PBB pun sebenarnya terdapat perbedaan pandangan dalam menyikapi masalah program nuklir Iran. Misalnya, meski Rusia dan China setuju pemberian sanksi terhadap Iran, namun kedua negara tersebut menolak opsi militer seperti yang diusulkan AS terhadap penyelesaian kasus nuklir Iran. Kedekatan Rusia dan China dengan Iran yang merupakan merupakan mitra bisnis membuat kedua negara tersebut tetap menjalin hubungan baik dengan Iran. Sikap mendua Rusia dan China terhadap Iran tersebut muncul karena bagaimanapun mereka tidak bisa mengabaikan pengaruh dan kekuatan politik AS yang menginginkan pemberian sanksi lewat DK PBB kepada Iran. Faktor-faktor itu merupakan jawaban mengapa Rusia dan China akhirnya berubah mendukung keluarnya Resolusi 1929 tahun 2010 meskipun sebelumnya mereka tidak menyetujui pemberian sanksi lagi kepada Iran.Karena itu, adanya tarik menarik kepentingan antar negara-negara anggota tetap DK PBB tersebut dapat diartikan bahwa pemberian sanksi kepada Iran tersebut bermuatan politis. Selain IAEA tidak pernah menemukan bukti keberadaan senjata nuklir di Iran, pemberian sanksi itu tidak sah karena hanya berdasarkan kecurigaan-kecurigaan semata. Jadi dalam program nuklirnya, Iran tidak bisa dikatakan melanggar hukum internasional. Karena NPT menjamin setiap negara peserta bisa mengembangkan teknologi nuklir untuk kepentingan damai.

Abstract

:

The study of energy security especially fossil energy was dominated by elaborating the position of energy demand and supply. This research elaborates factors that might influence Indonesia’s energy diplomacy toward 2025. Due to the fact that fossil energy reserve especially oil had been shrinking, the international relation becomes one of the important matters to secure energy supply. In addition, interdependence among countries in particular between exporter and importer countries would be increasing in the next decades. Two main approaches in international relation-realism and idealism-was used by states basically in order to secure their needs. Foreign policy as dependent variable will be determined by domestic politics and objective situation in the region and international forum. To elaborate the domestic factors, this research uses qualitative method with purposive sampling to get 8 informants from various background, government bodies, observers, and legislators. To grasp the strategy in the future that shall be used, this research also uses one of the Strategic Management methods; SPACE Matrix. Simple questionnaires were distributed to the informants in order to get the data for matrix figure. Meanwhile, to draw the objective situation in the Asia Pacific region, this research analyzes secondary data and facts from various formal and academic sources such as books, journals, laws, and reports. An analysis of those data and facts is that Indonesia’s energy diplomacy toward 2025 is determined by objective and subjective condition. Objectively, Indonesia lies among energy hungry countries in the Asia Pacific. As the world least fossil energy reserve, Asia Pacific would face a hard challenge on diplomacy due to the fact that emerging economies countries lie in this region which driven by China and India. The increasing of energy interdependence level among countries would lead the countries to enhance their diplomacy. Legally, Indonesia started to impose prioritize the domestic need instead of export for coal and gas. The efforts to prioritize domestic need had been starting but still in partial and sporadic ways. The foreign policy never been formulated in particular to secure fossil energy to fuel domestic energy need. This research contributes to seek or to strengthen the realism perspective to be conducted in international relation in term of energy matters in the next decades.
